Board of the Commissioners of the Department of Parks The report calls for creation of a park system made up of seven urban and four suburban parks, connected by parkways, and accessible for all classes of citizens. Richard Heath subsequently calls the report, “The inception of the Boston park system, one based on sanitation concerns as well as concerns of conservation and education.” The recommendations are endorsed at a public meeting at Faneuil Hall on June 6, 1876. Construction begins on the first park in 1879.*
